Energy Arc sees virtually all of its play in Commander, where its two-mana cost buys both a combat trick and a way to double-dip on tap abilities in the same turn. Legacy and Vintage permit it, but the effect is too narrow and situational to compete in those formats' faster, more linear environments. Oathbreaker is the one other format worth mentioning — commanders with tap abilities get the same value here that Merieke Ri Berit does in Commander. Outside of those tap-synergy shells, Energy Arc is a Commander-specific card in practice.
