Encroach is legal in Commander, Legacy, Vintage, and Oathbreaker, but the formats where it's legal are also the ones least likely to want it. In Commander, three opponents means one nonbasic land discarded barely registers as disruption, and there are no decks that reliably weaponize the effect. Legacy and Vintage have enough broken land interactions that a one-mana discard targeting nonbasics could theoretically nibble at greedy manabases, but dedicated land-disruption decks have better tools. Encroach occupies the uncomfortable middle ground of being too slow for the formats that care about land denial and too narrow for the ones that don't.
