Encroach is legal in Commander, Legacy, Vintage, and Oathbreaker, but the formats where it's legal are also the ones least likely to want it. In Commander, three opponents means one nonbasic land discarded barely registers as disruption, and there are no decks that reliably weaponize the effect.
