Enclave Elite is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but competitive play in any of those formats ignores it. In Commander, where a 5/5 islandwalker for seven mana might occasionally matter in casual Merfolk or sea-creature tribal builds, it still competes against far more efficient blue threats and rarely earns a slot. Pauper is the one format where commons get real scrutiny, and Enclave Elite doesn't survive it — the format's blue aggressive decks want consistency and efficiency, not a mana-intensive floor-to-ceiling creature. Across the board, this is bulk bin territory.
