In Commander, Encampment Keeper fits narrowest in go-wide white strategies that can reliably trigger its death ability — think token builds or dedicated sacrifice loops where you control when it dies. Outside of that niche, a seven-mana activated ability is too expensive to count on in a format full of instant-speed removal that will deny the trigger entirely. In Pauper it's a common, but white weenie and token strategies there have access to more efficient anthems and don't need a death-conditional pump.
