Empty-Shrine Kannushi offers protection from every color in its controller's color identity — a scaling shroud that can make it completely untargetable in the right shell. The catch is that the effect only matters if you're running it in a mono-colored or heavily skewed deck, and even then you're paying one mana for a 1/1 with no other upside.

Empty-Shrine Kannushi is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but sees virtually no play outside of Commander. In Commander, mono-colored decks — particularly mono-white or mono-black builds that lean on a single commander — get the most out of it, since protection from all colors in your identity means protection from everything in those shells. In Legacy and Modern it's outclassed by creatures that do far more for one mana, and the protection clause rarely covers enough colors to matter in those wider-identity shells. It's a Commander-only consideration, and even there a niche one.
