Commander is where Emissary of Sunrise does its best work, slotting into white go-wide, explore, or party-based decks that want incremental card advantage on a creature body. In Pioneer and Modern it's too slow and too low-impact to compete with faster card selection — formats that can run Opt, Consider, or Serum Visions have no reason to look here. Legacy and Vintage are non-starters for the same reason; the rate simply doesn't scale. Oathbreaker follows the Commander logic: if your planeswalker cares about creature bodies or the top of the library, Emissary of Sunrise is a cheap, painless inclusion.
