In Commander, Emil, Vastlands Roamer is a role-player in werewolf tribal — specifically under Primo, the Unbounded, where roughly a quarter of those decks already include it. Outside that archetype, the trigger condition is too narrow to justify the slot in any generic green or Gruul build. In 60-card formats like Modern and Pioneer, werewolf synergy pieces have to compete on raw speed, and Emil's three-mana cost for a conditional token generator doesn't clear that bar. Standard legality is the one exception worth watching if a werewolf-heavy set creates enough density of transform triggers to make the engine viable in that environment.
