Commander is where Emergency Powers earns its slot, specifically in draw-payoff or enchantment-recursion decks that convert the symmetrical refuel into a lopsided advantage. In a three-player pod, the 'opponents also draw seven' clause becomes even more dangerous without a built-in engine to punish the draws, so slot it only where the payoff is immediate. In Legacy and Vintage, seven mana is simply uncastable without a dedicated ramp or cheat package, and those formats have faster, cheaper ways to reload. Pioneer and Modern share the same problem — the mana cost and symmetry both work against it in fair gameplan contexts, leaving it as a fringe combo piece at best. Oathbreaker can reward it in the same drain-payoff shells that Commander does, at a slightly lower power ceiling.
