Emberhorn Minotaur is legal in Commander, Legacy, Modern, Pioneer, Pauper, Vintage, and Oathbreaker, but legality and playability are different conversations. In Pauper it's the most relevant, where vanilla creatures at common occasionally see fringe use in aggressive red shells — even there, a 4/3 for four is slow compared to the format's one- and two-drop threats. In Commander, a 4/3 trample body with no enters-the-battlefield trigger, no tribal tag worth building around, and no combo utility is an easy cut in favor of any creature that replaces itself or advances a game plan. Emberhorn Minotaur exists; it just doesn't do anything worth building around in any of the formats where it's legal.
