Ember Gale is a Commander card through and through — the more red creatures you're swinging with, the more absurd the payoff, and token-heavy or go-wide red strategies can close out the table with a single spell. In Legacy, Modern, and Vintage it has no meaningful home; combat tricks at this scope don't map to those formats' game plans, and protection-from-red has too narrow an application outside creature-swarm contexts.
