Elvish Vatkeeper enters with a +1/+1 counter on each creature you control and pumps your whole board whenever you proliferate — that's a payoff and an engine stapled onto a two-mana body. The cost is that it does nothing without other creatures already in play, making it a weak opener but a strong mid-game piece.

In Commander, Elvish Vatkeeper slots cleanly into elf tribal and proliferate builds, where the enter trigger can land counters on a dozen creatures at once and every subsequent proliferate activation snowballs the board. Outside Commander, its text is too parasitic for competitive formats — Legacy, Modern, and Pioneer have faster, more consistent ways to pump creatures that don't require a critical mass on the board first.
