The cost is that it does nothing without other creatures already in play, making it a weak opener but a strong mid-game piece.

In Commander, Elvish Vatkeeper slots cleanly into elf tribal and proliferate builds, where the enter trigger can land counters on a dozen creatures at once and every subsequent proliferate activation snowballs the board. Outside Commander, its text is too parasitic for competitive formats — Legacy, Modern, and Pioneer have faster, more consistent ways to pump creatures that don't require a critical mass on the board first. Oathbreaker can exploit it if the signature spell proliferates repeatedly, but that's a narrow window. Treat Elvish Vatkeeper as a Commander card that happens to be legal elsewhere.
