Elvish Pathcutter gives any target Elf forestwalk until end of turn for one mana and a tap — a repeatable evasion engine that turns your whole board into a threat the moment an opponent has a Forest in play. The setup cost is real, but in a dedicated Elf deck it closes games that would otherwise stall.

Elvish Pathcutter is a Commander card through and through — the format's longer games and creature-dense Elf tribal decks give it the time and targets it needs to matter. Pauper is the other home worth mentioning: budget Elf strategies there can abuse the tap ability repeatedly, and forests are everywhere at that level. Legacy and Vintage are legal but irrelevant; neither format is running a tap-to-grant-forestwalk package. Elvish Pathcutter doesn't cross into Modern or Pioneer, which removes it from the most popular 60-card venues entirely.
