Elvish Lookout is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but the formats where it sees any real consideration are narrow. In Commander, dedicated self-mill or elf-tribal decks are the only homes, and even there it competes with one-drop elves that generate mana or card advantage rather than a single mill trigger. In Pauper, the common card pool is its most favorable environment — elf synergies run deep and every body can matter — but there are stronger one-drop elves that pull more weight. Legacy and Vintage have access to everything, which means Elvish Lookout simply never gets there.
