In Commander, Elvish Hexhunter occupies a narrow niche — elf-tribal shells running green-white or five-color that already want one-drops and can easily float the hybrid activation. Outside of those builds, dedicated enchantment removal slots go to cards that don't require a tap and two mana every time. In Pauper, the commons pool is thin enough on repeatable enchantment hate that Elvish Hexhunter sees occasional play, particularly in elf-based creature strategies. Legacy and Vintage have access to far more efficient answers, so Elvish Hexhunter doesn't register in those formats.
