Elven Bow gives a non-Equipment creature reach and +1/+0 for one mana to cast and one to equip — a two-mana investment for a marginal stat bump and an ability most green decks don't need. It's too low-impact for Commander and too narrow for competitive formats; there is almost never a deck where Elven Bow is the right card for the slot.
