The cost is opportunity: four mana for a walker that does nothing the turn it lands is a hard sell unless your deck is built to weaponize dungeons.

In Legacy, Modern, and Pioneer she's legal but irrelevant: four mana for a planeswalker with no immediate impact and a parasitic mechanic has never been competitive in those formats, and the dungeon payoffs are too incremental for a 60-card game.
