Better impulse draw exists at lower cost, and the 'or it goes away' clause makes this feel like a punishment for hitting a land.

Elkin Bottle is legal in Commander, Legacy, Vintage, and Oathbreaker, but sees essentially no competitive play in any of them. In Commander, three mana to activate once per turn puts it far behind Outpost Siege, Valakut Awakening, or any number of efficient red draw spells.
