Elite Inquisitor is a meta-dependent card everywhere it's legal. In Modern and Legacy, the protection clause is only relevant against tribal decks, and a vanilla 2/2 with first strike and vigilance doesn't clear the bar for non-tribal play. Commander is where Elite Inquisitor finds the most consistent homes — tribal creature builds, particularly Human or white weenie strategies, appreciate the keywords at two mana, and the protection suite punishes the format's most popular creature types. In Legacy specifically, the card sees zero competitive play; the format's threat density makes a 2/2 irrelevant outside of a very narrow metagame call.
