Elemental Summoning is a casual Commander card — five mana for two 1/1 fliers doesn't clear the bar in Legacy, Modern, Pioneer, or Vintage, where the same investment wins the game outright. In Pauper it's legal but similarly outclassed by more efficient token producers. Commander is where it actually functions: Elemental tribal decks centered on Risen Reef or similar payoffs get real value from the two ETB triggers, and token-doubling enchantments turn the pair into four, which is a legitimate mid-game play.
