The cost is a five-mana enchantment that does nothing until you cast another spell, so it lives or dies by how many Elementals your deck is throwing.

Commander is where Elemental Expressionist belongs — Elemental tribal decks are common enough to slot it straight in, and the payoff compounds fast when you're chaining Risen Reef triggers or slamming Omnath, Locus of the Roil. Competitive non-rotating formats like Modern and Legacy have access to powerful Elemental shells, but a five-mana enchantment that requires a follow-up spell is too slow for those formats' clocks. Pioneer is similarly hostile for the same reason. Elemental Expressionist is a Commander card through and through.
