Commander is where Eivor, Wolf-Kissed does its real work — the three-opponent damage trigger means every swarm attack punishes the whole table at once, and that kind of symmetry-breaking pressure is unique to the multiplayer format. Outside Commander, Eivor is technically legal in Legacy, Vintage, and Oathbreaker, but none of those formats have any appetite for a four-mana legendary with no immediate impact and no competitive shell to support it.
