Echo Chamber is legal in Commander, Legacy, Vintage, and Oathbreaker, but its real home — really its only home — is Commander. In Legacy and Vintage, a four-mana artifact that requires an additional four-mana activation and doesn't untap on its own is far too slow against the formats' consistency and combo speed. In Commander, the multiplayer dynamic changes the calculus: three opponents swinging creates three potential copy triggers per round, and the political angle of matching an attacker's stats can deter combat or fuel token synergies. Even in Commander it's a role-player, not a staple, but that's the format where Echo Chamber at least earns its slot.
