Eccentric Farmer

Commander is where Eccentric Farmer earns its keep, almost exclusively in graveyard-lands strategies that need early self-mill — think Yuma, Proud Protector, Gitrog Monster, or any deck that wants a land in the bin by turn three. In Pauper, the floor is higher: three mana to mill three and grab one land is slow for a format that moves fast, but it sees fringe play in Tortured Existence shells that want specific cards in the graveyard. Modern and Pioneer have enough redundancy in the self-mill space that Eccentric Farmer doesn't crack competitive lists, but it's a reasonable budget inclusion in casual brews. Legacy and Vintage have no interest — the effect isn't remotely close to the power bar those formats demand.
