Eager Construct is a 2/2 for two mana that does almost nothing — the scry 1 each player gets is so marginal it barely registers as a drawback, let alone a benefit. The only place it earns a slot is River Song, where every artifact entering the battlefield is points on the board.

Eager Construct is legal everywhere from Pauper to Vintage, which matters only because Pauper is the one format where cheap artifact creatures sometimes find a legitimate home — mostly in affinity or metalcraft shells that need a colorless body to hit material thresholds. In Commander, it's a 99-card slot competing against an enormous pool of two-drops, and a 2/2 with conditional scry 1 for each player simply doesn't clear that bar except in dedicated artifact-count decks. In every competitive constructed format — Modern, Pioneer, Legacy — it is outclassed by a wide margin and sees no meaningful play.
