Duskfang Mentor is a Commander card through and through — the payoff is cumulative over many combats, which a 100-card singleton game provides and a 60-card format rarely does. In Modern and Pioneer it's too slow and too dependent on attacking to compete with the tempo of those formats. Legacy and Vintage have better things to do at two mana.
