Dusk Charger lives and dies by the day/night mechanic, which makes Commander its most natural home — specifically in decks built around Innistrad's daybound/nightbound permanents where you can reliably flip to night. In pauper, the mechanic is accessible and the card is legal, but better daybound creatures exist at common. In Modern, Pioneer, Legacy, and Vintage, a four-mana 3/3 with a conditional upside doesn't compete with what those formats demand, and Dusk Charger will never see play there.
