Dune Diviner is a Commander card through and through — the payoff requires a critical mass of Deserts, which only happens in 99-card singleton decks built around that land type. In Constructed formats like Modern or Pioneer, the Desert count is too inconsistent to make the triggered ability reliable, and a 2/2 for two without guaranteed upside doesn't compete. Legacy and Vintage have no interest in this effect at any speed.
