Dubious Challenge puts two creatures onto the battlefield — one for you, one for an opponent — and the whole card is built around making that trade as lopsided as possible. When you stack the second slot with something you want to give away anyway, Dubious Challenge is effectively a free cheat-into-play effect for your best creature.

Commander is where Dubious Challenge does its best work, because you can engineer the gift: load the deck with creatures that punish their controller, have negligible combat impact, or actively help you when they're across the table. In Legacy, Modern, and Pioneer the card is legal but essentially unplayed — competitive formats don't want a six-mana sorcery whose upside requires careful deck construction to neutralize the drawback. Dubious Challenge is a build-around in the truest sense, and 100-card singleton gives you the most room to build around it.
