In Commander, Dry Spell punches above its mana cost because the math scales with the number of opponents — three players means three life lost before you even count creatures. Outside Commander, it's legal in Legacy, Vintage, and Pauper, but the one-damage ceiling makes it fringe at best in those formats where creatures and life totals don't sprawl the same way.
