In Legacy and Vintage, three mana for a slow value engine that doesn't affect the board immediately is unplayable — those formats end before the Satchel pays off. In Modern the bar for three-mana artifacts is similarly unforgiving. Commander is the only format where the Satchel's slow, cumulative output is tolerated, and even there it's a fringe choice — you're running it specifically because your deck rewards every land drop and every Saproling, not as general value.
