Drowner of Secrets is a Commander card first and last. In 100-card multiplayer, the Merfolk tribal density needed to make repeated mill activations meaningful is achievable, and milling 99-card libraries is a realistic win condition rather than an afterthought. In Legacy and Vintage, where Merfolk is a real tribe, Drowner is too slow and parasitic — those formats demand interaction and pressure, not a tap-to-mill payoff that requires board development. Modern Merfolk similarly has no interest; the tribe's competitive shells run lords and tempo, not a three-mana do-nothing without a full army behind it. Stick to Commander.
