Drove of Elves scales with your green permanent count and comes with built-in hexproof, making it a threat that dodges most spot removal and grows to absurd size in dense Elf builds. The floor is embarrassingly low in the early game, but in the mid-to-late turns of an Elf deck — especially under Freyalise, Llanowar's Fury, where green permanents pile up fast — it routinely swings as a 10/10 or better for four mana.

Drove of Elves is a Commander card — full stop. In Legacy and Vintage, where turn-four 10/10s with hexproof are still slower than the formats' actual threats, it never sees play; Elf tribal in those formats runs lean, explosive lines that don't have room for a slow-building payoff creature. Commander is where Drove of Elves actually delivers: 40-life games go long enough for green permanent counts to balloon, and hexproof is a genuinely meaningful protection mode when opponents have one removal spell per turn rather than a full interactive deck. In Oathbreaker it can occasionally find a home in green creature-dense builds, but the smaller deck size compresses the game enough that the scaling matters less.
