In Commander, Drill-Skimmer is a role-player in dedicated equipment and Voltron builds — the shroud matters because opponents will try to strip your suit of equipment by killing the wearer, and a 2/1 body that can't be targeted slows that plan down. Outside of that niche, four mana for a 2/1 is unplayable in any competitive context. In Pauper, where commons are the ceiling, Drill-Skimmer is too expensive and too small to compete with aggressive flyers that cost less and hit harder.
