Commander is the natural home for Dregs of Sorrow — long games, large mana bases, and tables full of non-black creatures mean you'll routinely fire this for four or five, wiping a board sector and refueling in the same action. Legacy and Vintage are legal but irrelevant; no competitive shell wants a sorcery-speed X-spell when faster, cheaper interaction exists. Modern, Pioneer, Standard, and Pauper can't run it. Oathbreaker is viable in the same way Commander is, though the faster pace of that format slightly dulls the payoff.
