Dreg Mangler earns its keep most in Pauper, where a 3/3 haste body at common is genuinely above-rate and the scavenge trigger gives it late-game reach that other commons can't match. In Modern and Pioneer it's outclassed — three mana for a vanilla-sized beater with a slow graveyard payoff doesn't clear the competitive bar. Legacy and Vintage don't give it a second look. Commander is where the honest answer is "usually not" — the scavenge synergy can slot into Golgari counters builds, but the body is too small to matter at a 100-card table unless you're specifically building around +1/+1 counters commanders like Hapatra, Vizier of Poisons or Ozolith shells.
