Dreamtide Whale turns every blue mana you spend into a proliferate trigger, which means a single spell can snowball your entire board of counters simultaneously. The cost is real — five mana for a 5/5 that does nothing without other pieces — but in the right shell, Tekuthal, Inquiry Dominus doubles every one of those triggers and the Whale becomes one of the most explosive engines in blue.

Commander is the only format where Dreamtide Whale is genuinely powerful — the longer game, the density of permanents with counters, and the proliferate synergy commanders available make it a real engine rather than a novelty. In Legacy and Vintage it's legal but competes against formats that end before a five-mana 5/5 with a conditional ability has time to matter. Oathbreaker offers a narrower version of the Commander argument, and in the right proliferate build it pulls similar weight. Dreamtide Whale has no path into Standard or Pioneer, and its power level doesn't reach Pauper anyway.
