Commander is the correct home for Dreamborn Muse — three opponents means three upkeep triggers, and large hands in the early game translate to massive mill totals before anyone stabilizes. In Legacy and Vintage it's legal but unplayed; four mana for a symmetrical mill effect that requires opponents to hold cards is far too slow and conditional against the interaction density of those formats. Modern has faster and more consistent mill payoffs that don't give the table time to react. Dreamborn Muse is a Commander card through and through: the multiplayer math is where it earns its slot.
