Dream Salvage draws you cards equal to the number of cards an opponent discarded this turn — and it costs a single hybrid mana. The ceiling is enormous in discard-heavy builds, and Elite Arcanist can imprint it for repeatable use; this is a sleeper engine, not a bulk throwaway.

Commander is where Dream Salvage earns its slot: wheels, forced discard, and mass-discard effects are everywhere, so landing this in response to a Windfall or Notion Thief trigger can refill your hand for essentially free. In Legacy and Vintage the card is legal but too conditional for formats that demand consistent power — you can't count on an opponent discarding enough to make it worth a slot. Modern has enough discard density in dedicated 8-rack-style strategies to make Dream Salvage a sideboard consideration at worst, but it never crept into mainstream play. It remains a Commander-first card through and through.
