At three mana as a sorcery, it's a strictly worse Brainstorm in most contexts, and the only reason to run it is a commander who cares specifically about what's sitting on top of the library. In Commander, Dream Cache is a niche piece: it earns a slot in topdeck-matters builds and almost nowhere else, since three mana at sorcery speed for no card advantage is below the power floor of most 99-card lists. Pauper is where the card has seen the most competitive consideration, as the commons card pool is thin enough that sculpting the top three at any cost is occasionally worth it in slower controlling shells. Legacy and Vintage have access to Brainstorm, Ponder, and Preordain, which all do more for less, so Dream Cache sits on the shelf in those formats regardless of legality. Its absence from Modern, Pioneer, and Standard is a non-issue — it wouldn't make cuts there anyway.
