The cost is real: early-game tempo loss from the enters-tapped clause makes it a liability in fast metas.

In Commander, Dreadship Reef fits best in blue-black decks that want to hold up interaction across multiple turns and then explode on a key turn — Jeleva, Nephalia's Scourge and Chainer, Nightmare Adept both appreciate the banked mana. Legacy and Vintage have no interest in it; those formats punish tapped lands harshly and have better mana acceleration. Modern can technically run it, but the same tempo argument applies — it sees essentially no play there. Commander is the only realistic home, and even there it competes with stronger storage and utility lands.
