In Commander, Draugr Thought-Thief earns a slot in mill or graveyard-recursion decks that want incidental self-mill payoffs — the flash means it can ambush an attacker and immediately start filling graveyards on your next swing. In Pauper it's a reasonable common threat in dimir tempo shells where milling an opponent by three or four over a few turns applies real clock pressure. Modern and Pioneer have faster, more efficient mill options, so Draugr Thought-Thief rarely makes those cuts. Legacy and Vintage are simply too powerful an environment for a four-mana creature that does nothing the turn you tap out for it at sorcery speed.
