In Commander, Dragonstorm is a spike-or-whiff card: decks that build around rituals and cost reduction can storm off and find three or four Dragons to close the game, but it's a dead draw in any hand that can't hit storm count three or more. Legacy and Vintage have the ritual density to abuse it, though neither format has adopted it as a staple since faster combo options exist. Modern technically allows it, but nine mana at base cost puts it firmly in the 'cute but not competitive' tier outside of dedicated storm shells that would rather win with graveyard or critical-mass storm spells instead. Commander is genuinely the best home for Dragonstorm because the singleton singleton format's longer games give you time to engineer a storm turn, and the payoff — tutoring multiple Dragons directly into play — maps cleanly onto Dragon tribal strategies.
