In Commander, Dragonshift is a legitimate finisher in any Izzet deck that goes wide — tokens, treasures, or creature-heavy spellslinger builds can close the game in one attack step. Outside Commander, it sees essentially no competitive play: Modern and Pioneer have faster, more consistent win conditions that don't rely on assembling a board before casting a sorcery. Legacy and Vintage are too hostile to sorcery-speed board effects at four mana. Oathbreaker is the one other format where it earns a spot, specifically under planeswalkers that generate tokens.
