The ceiling is real in Dragon tribal and red stompy shells, but the floor is a four-mana 2/3, which is simply too low a rate for competitive play.

In Commander, Dragon Whelp earns its slot almost exclusively in Dragon tribal decks — Ur-Dragon, Miirym, Sentinel Wyrm, or Lathliss, Dragon Queen — where the type line matters as much as the stats. In Legacy and Vintage, it sees no meaningful play; the format speed and power level make a four-mana 2/3 irrelevant regardless of the pump ability. Modern and Pioneer are similarly hostile — there are simply better threats at every point on the curve. Dragon Whelp is a Commander card through and through, and even there, it sits at the bottom of the Dragon roster.
