Commander is where Dragon Trainer lives. Dragon tribal shells are deep enough that a two-mana lord with a relevant buff has a real home, especially in decks built around commanders like Miirym, Sentinel Wyrm or Ur-Dragon that want every Dragon on board as threatening as possible. Constructed formats like Modern, Pioneer, and Legacy have faster clocks and tighter card selection, so a two-mana aura-style effect on a creature that demands a Dragon to buff it doesn't make the cut.
