Dragon's Hoard is a Commander card — full stop. Dragon tribal is overwhelmingly a Commander phenomenon, and outside of that 100-card singleton format the card has no meaningful competitive presence in Legacy, Modern, or Pioneer despite being legal in all three. In Commander it earns its slot in any Dragon-centric deck as fixing, ramp, and draw stapled to a single three-mana artifact. Oathbreaker is the only other format where a Dragon-themed build might run it, but the pool of relevant commanders there is much smaller.
