Dragon's Disciple is a Commander card front to back — Dragon tribal is a Commander staple archetype, and the tutor-on-ETB effect is exactly what slower, threat-dense decks want. In competitive 60-card formats like Modern and Legacy, two mana for a 1/1 that doesn't put the Dragon into hand is too slow and too fragile; no Dragon shell there has any reason to run it over faster tutors or card selection. Pioneer is the same story. Dragon's Disciple is legal in Oathbreaker, where Dragon commanders like Ugin or Dragonlord variants give it a niche home, but Commander is where it earns its slot.
