In Pauper it's legal but competes with commons that do far more for three mana without requiring a sacrifice outlet. Legacy, Modern, and Pioneer all have access to it, but no competitive shell in any of those formats wants a 0/2 that needs to die before it contributes. The honest read: Dragon Egg belongs in Commander dragon or Egg tribal decks and essentially nowhere else.
