In Commander, Drag to the Underworld earns its slot in any deck running four or more black pips — devotion to black is trivially satisfied by turn four in dedicated shells, making this a two-mana Doom Blade with no targeting restriction. Modern and Pioneer have access to cleaner, instant-speed options like Fatal Push, so Drag to the Underworld doesn't compete there despite being legal. Legacy and Vintage have the same problem at a higher power ceiling — the sorcery speed is a real cost when the format punishes tapping out. Commander is where this card actually lives, and in mono-black or Orzhov goodstuff it punches well above its price point.
