Drag to the Underworld destroys any creature with no maximum toughness ceiling — for two black mana if your devotion is high enough. In mono-black or heavily black shells, this is unconditional removal that costs BB, which is better than most of what the format offers at two mana.

In Commander, Drag to the Underworld earns its slot in any deck running four or more black pips — devotion to black is trivially satisfied by turn four in dedicated shells, making this a two-mana Doom Blade with no targeting restriction. Modern and Pioneer have access to cleaner, instant-speed options like Fatal Push, so Drag to the Underworld doesn't compete there despite being legal. Legacy and Vintage have the same problem at a higher power ceiling — the sorcery speed is a real cost when the format punishes tapping out. Commander is where this card actually lives, and in mono-black or Orzhov goodstuff it punches well above its price point.
