Draconic Roar deals 3 damage to a creature and, if you reveal a Dragon from your hand, 3 more to that creature's controller — two points of pressure for two mana when the condition is live. In a dedicated Dragon tribal deck the condition is almost always live, making this a clean two-mana removal spell that doubles as reach; outside Dragons it's an overcosted Shock and not worth a slot.

In Commander, Draconic Roar earns its slot only in Dragon tribal builds where revealing a Dragon is a near-certainty — think Ur-Dragon or Miirym, Sentinel Wyrm shells that keep hands stocked with large threats. Outside that archetype, two mana for three damage to a creature is well below the efficiency bar Commander demands from targeted removal. In Pauper the card is legal but faces stiff competition from better common burn spells, and the Dragon condition is nearly impossible to satisfy in that format's card pool. Modern and Pioneer have stronger options at the same cost with no conditional text, so Draconic Roar sees effectively zero play there.
